New, never used. But was a store's demo and has the clear lacquer removed from the mid-ring exposing the copper alloy’s properties to kill bacteria. To expose the rest of it, lacquer thinner will remove the clear finish and expose the entire pen’s bacteria killing properties. No packaging.
