This is a new, factory sealed Retro 51 rollerball pen, a limited edition known as "Twilight Snowfall." The barrel of this pen is a pearlescent gradient finish with flurries of snowflakes wrapping around the barrel.  This creates a beautiful sight especially in the dark because the white snowflakes are printed with glow-in-the-dark ink.
Each pen is individually numbered on the chrome top ring.  To top it off, a white snowflake sits on the blue top disc.
For best glow-in-the-dark effect, hold the pen up to a strong light source and rotate it for 30 seconds so the entire barrel has a chance to "charge." The white will absorb the light and emit a beautiful glow in the dark.
The holiday season isn't that far off.
